Program Structure
Iowa's water distribution operators are certified separately from treatment plant operators under 567 Iowa Administrative Code (IAC) 81.5, administered by the Iowa DNR OpCert program. The certification ladder runs parallel to the Water Treatment ladder: Grade A, I, II, III, and IV, corresponding to ABC-equivalent national tiers 1 through 4, on the same two-year renewal cycle ending June 30 of odd-numbered years.

Iowa's distribution landscape is dominated by thousands of small, rural municipal and rural water district systems, many organized under Iowa's extensive Rural Water Association network, alongside a handful of larger metro systems (Des Moines, Cedar Rapids, Davenport).
