Program Structure
Iowa's water treatment operator certification is administered by the Iowa Department of Natural Resources (DNR) Water Quality Bureau's Operator Certification (OpCert) Program under 567 Iowa Administrative Code (IAC) Chapter 81. Operators are certified across five grades — Grade A, I, II, III, and IV — corresponding to increasing plant complexity and national ABC-equivalent tiers 1 through 4. Certification renews on a two-year cycle ending June 30 of odd-numbered years, with continuing education unit (CEU) requirements that scale by grade: higher grades require more CEU hours per renewal cycle.
