Certification Structure
Kentucky certifies water distribution operators under 401 KAR 11:040, in a separate Class I through Class IV ladder from the Water Treatment track, scaled primarily by the population served by the distribution system:
- Class I — entry-level, smallest systems.
- Class II / Class III — both reference a population threshold around 1,500 served, with additional complexity factors (system size, number of connections, storage/pumping infrastructure) distinguishing the two.
- Class IV — requires the system to serve a population of at least 15,000, reflecting the scale and complexity of a large municipal distribution network.
