Regulatory Structure
MassDEP's Board of Certification of Operators of Drinking Water Supply Facilities certifies distribution operators on a graded ladder from Very Small System (VSS) through D4, renewing on a 2-year cycle. Operators must hold a grade equal to or higher than the classification of the system they serve in responsible charge.
