Certification Structure
Unlike many states, Minnesota issues a single combined "Water Supply System Operator" certificate rather than separate credentials for Water Treatment and Distribution. This certificate is administered by the Minnesota Department of Health (MDH) and graded on a five-level ladder:
  • Class E — entry level
  • Class D
  • Class C
  • Class B
  • Class A — highest level
Certification renews every 3 years under Minnesota Rules Chapter 9400.0700. Because the certificate covers both treatment and distribution responsibilities, operators are expected to understand the full range of duties from source water and treatment processes through storage and distribution system integrity.
