Certification Structure
New Mexico's Utility Operator Certification Program (UOCP), run by NMED's Drinking Water Bureau, certifies distribution operators under a three-level ladder: Water Distribution Level 1 (DS1) through Level 3 (DS3), with DS3 covering the largest and most complex systems. All certifications renew every 3 years.
Rural & Colonias Infrastructure
New Mexico's distribution systems range from large urban networks like the Albuquerque Bernalillo County Water Utility Authority down to hundreds of small rural mutual domestic water associations and colonias systems, many with aging, undersized infrastructure and limited capital budgets. Operators moving between system sizes should expect very different resource levels for main replacement, valve exercising programs, and leak detection technology.
