North Carolina Wastewater Treatment Operator Certification
Certification Structure
Wastewater treatment plant operators in North Carolina are certified as Biological (WW) Grade 1 through Grade 4 by the Water Pollution Control System Operators Certification Commission, established under G.S. 143B-300 with rules at 15A NCAC 08G. Grade requirements scale with plant size and process complexity — a small package or lagoon plant may only require a Grade 1 or 2 ORC, while a large regional activated-sludge facility serving a metro area like Charlotte or the Research Triangle requires Grade 3 or 4. Certification renews annually (a $53 per-certification renewal fee applied as of July 1, 2025).
Beyond the Biological (WW) track, the Commission also certifies several related, often ungraded specialty categories: Collections (CS), Land Application (LA), Physical/Chemical (PC), Subsurface (SS),
