South Dakota Wastewater Treatment Operator Certification
South Dakota's wastewater treatment landscape is dominated by small, rural systems given the state's low population density outside Sioux Falls and Rapid City. Certification is administered by the South Dakota Board of Operator Certification (under the Department of Agriculture and Natural Resources, DANR) using ABC standardized exams.
Point-Based Classification
Unlike states that classify plants strictly by population served, South Dakota classifies wastewater treatment plants Class I through IV based on a technical-difficulty point system: Class I covers plants scoring ≤30 points, up through Class IV for plants scoring above 75 points. This system accounts for process complexity (e.g. mechanical vs. lagoon treatment, advanced nutrient removal) rather than just flow or population.
